I have not removed the two relays for the aux brake circuit. I'd need to figure out where they are.

The electronic parking brake is protected by F21, when that pops you would lose your parking brake along with the other items. Looks like it is a Navigator item only according to the wiring diagrams.

Your at the point where it is necessary to isolate circuits or trace(inspect) the entire 3049 circuit in the harness. Both can be quick or very time consuming depending on if you locate an issue early. If you want to isolate circuits then you will need the connector removal tool.

What appears to be happening is a ground is being provided when you turn the key to the lock position. Trouble is the circuit that blows isn't on the steering column but other circuits that connect to the instrument cluster are. You need to determine if the cluster is providing the ground or is something else. Part of the cluster operation is to provide grounds for various circuits, but in this case it is acting like a dead short.
If the cluster is providing the ground then which part of the circuit is at fault? That is the need for isolation.

What position is the main light switch in when the fuses are being blown? Is your foot on the brake when you turn the key?
