I have successfully used 3M PN 8984 since I worked in a body/paint shop work back in the 70s. It is apparently still used in about all body and paint shops.
This is NOT consumer strength so you must pay attention but it's quick to dissolve sap and, used properly, safe for solvent and water based automotive paints.
It's used to clean up paint overspray and the like so make sure the paint is sufficiently cured (likely it will be on a road vehicle with factory paint)
It is high VOC so may not be available in all areas these days.
