what's up with these headlights

It kind of depends on how you want it to work. I would use a relay and then wire it to either the regular headlight wires or to the fog lamps. You could even wire it in to the high beam.

Whatever you choose, I would use a relay to keep from overloading the circuit.

that's weird. you would think they would make it for the low beam headlights.

The reflector uses the regular 9007 bulb for lows/highs. The projector uses a separate 35w halogen bulb that you could run on a separate circuit like foglights.
