I think the part you are referring to is called a header panel. Here's the part on ebay...
No one makes replacement rocker panels for the first gen trucks. You have to buy panels for an f150 supercrew and trim part of the rear off to make it fit.

O2 sensor #2 is just as it states and should be replaced, but is probably not the cause of the misfire.
The cause of the misfire in #7 is most likely the coil-on-plug assembly. These tend to go bad around 100K miles (and at this mileage you may be due for spark plugs...

I wouldn't put the money into wheels and a paint job/interior. Most of the other (important) stuff could easily be fixed on a budget--especially if you do the work--and the truck will last you much longer, I'm sure.
If you really want it to be like new, though, I would sell it and buy...

I only have factory tint plus 20% on the front windows. That is dark enough to make it hard for me to see at night. I curbed a rim and popped a $200 tire one night because I couldn't see the damn curb when I was parking. I would hate to try driving at night with it any darker.

Zets - exactly, I never noticed because the running boards hid the rocker panels. They are pretty badly rusted. It looks like in order to get back to solid metal the entire bottom section (the 5 inches that faces the road) needs to be cut out.
