I see about 1 mpg decrease or more if I run in 4 auto instead of 2wd on dry pavement. If the system is kicking in a lot then it decreases more.

Are you sure it wasn't the washer fluid reservoir? I find that if its really low I can hear it moving around, but have never heard anything from the fuel tank in my 2008.
In my specific install I have no problem pushing the bumper up slightly to clear the hitch. That is also one of the reasons I decided not to cut my bumper either.
I ended up getting the 31368 and it was exactly what I was looking for. It does not hang down really low, and also does not protrude out the front of the vehicle.

Yes the belt is original as well. What my ultimate plan is if I decide one of the pulleys is the problem is to just replace both pulleys, belt tensioner and belt.
The belt is in good shape, no cracks, and the tensioner is working extremely well, I couldn't get it to move without really trying...

That is what they originally had thought since I indicated that the noise was coming from the right rear. Turns out it was coming from the right front. Here is what they found. .
