Rear-break, Hazard, and turn signals not working

2007 Expy Fuel pump/filter/relay replacement
Any pointers on how to replace the filter and pump? I have the filter tool but for some reason I still can't get it to disconnect. Also, anything special I need to do after replacing fuel pump, for example how to get pressure back in the line.- RRANDAL
