    Problem solved. Changed the fuel pump, hit the switch, could hear the pump running. Twist the key, started right up! Its running fine now, but its an aftermarket Airtex pump so we'll see if it lasts. Thanks to everyone for the suggestions!

    Here's the latest. I soldered in the new relay and today just reinstalled the fuse box in the truck. Getting voltage where it needs to go, turn the key to start, hear the relay clicking, but the pump is not running. So my next step is to pull the tank and replace the fuel pump.

    I have the PC board out and there doesn't appear to be any burn marks around R303. But looking on the back side of the board, there does appear to be one very minor cold solder joint for one of the relay pins.
