As far as I know, all F150 wheels fit Expedition, but the Expedition rear axle stub sticks out and interferes with the wheel center cap.
So, yes, they'll fit, but you won't be able to use the center cap on the rears.
It's really no big deal to cut it. I've done it to my 2003 and my wife's 2016.
The question to be answered is - how long do you really plan on keeping it?

The milky collections seem to be more common in cold weather / cold climates. I've had a catch can on our 2016 for 6 or 7 years (about 35k miles) in Melbourne, FL. It's humid and we get plenty of rain, but it's rarely cold. I've never had a milky collection, only black oil.
2003 Expedition gas tank is notorious for small cracks at the vent fittings. That is likely causing your low pressure/vacuum leak. Do you ever smell gas if you park shortly after filling your tank full? If so, that's an indicator of gas seeping out of a vent fitting crack.
