Front end rattle - help please

I hear a rattle coming from the front when I hit small bumps under 25MPH. It sounds like a heat shield or thin piece of metal vibrating. It's coming from the passenger side. I don't think it's the break shield. Seems solid. I've looked under the car, pulled the wheel, .. no luck. Any ideas...
