I spotted a 2002 Navigator in my local U-pull parts place with a nice leather and simulated wood steering wheel with stereo controls on it.

1. Can I use that on my 1999 XLT Expedition? If so, should I grab any other parts or harnesses?

2. are those difficult to remove or install? Suggestion for how to go about it?

Just disconnect the negative cable from your truck and wait for 15 mins for residual battery current to dissipate before removing the steering wheel to avoid airbag injury.

Will I need any special tools for removal?

2-bolt steering wheel puller?
Does anyone happen to know the thread size?

Yep steering wheel puller and torx wrench. Get a repair manual to help you step by step.
