Can a 04 expedition mirror switch be popped out without removing the door panel?

Maybe, but it won't be easy. Take a look at the switch pics on the RockAuto site and see if you think you can manage to release the 3 retaining tabs at the same time and slide it out. I'm not sure it'll work.

That said, these are very easy door panels to remove compared to many. 10 minutes and they lift up and off.

Yes. Slide a putty knife in and it pops out very easy. The later squared edge switches fit too.
