06 expedition 2wd new wheel bearings still have noise

Just replaced both front wheel hub assemblies to get rid of whining noise from frontend. Still have the noise after changing both sides.. Brand new tires. If i turn the wheel quickly back and fourth while driving down the road the whining comes in and out.. Any help will be appreciated

Does it do it if you jack up the front and spin the wheels by hand? Is it from the suspension or the wheel assembly?
