Can't...

Could be one of four speed sensors on the wheel hubs is flakey.. When the sensor totally fails, your ABS light should also come on... (atleast that is what I experienced)...

You'll need to have one of those diagnostic thingys to find out which sensor is funky..

Stability control defaults to the on position whenever the vehicle is turned off(thus no icon). The sliding icon should only be there when you manually turn it off via the dash button. Sounds like you have a sensor/electrical issue.

There are four sensors...

Front left/right and rear left/right.

Thats why you'll need to get it diagnotic... To find out exactly which sensor that is causing the prob..

From my research wheel Sensors dont look to have anything to do with it . they throw abs errors.

it could be light coming in on top of the dash hitting a wheel and sensor on the steering column under the dash

Block with some foam rubber or cardboard and check to see if light indicatior goes off

The sliding car is your warning lamp for the traction control system ,,The traction control system is a system that helps you keep control of your truck in a abrasive maneuver , like in snow or rain . this unit has number of problems right now with this system , the number one problem is a sensor mounted to the steering column that gets sun light on it and causes the sensor to get wrong readings and the fix is stuff foam in the dash so light does not get to it , or make a bracket so it covers it from sun light ,,, this is nothing to worry about ,, the car is not going to brake down or self destruct ,, but the problem could be a number of things and you cant really tell until a Ford tech talks to the system and gets codes out of it

OK, this is the number one cause of the light to be on ,, but it could be something else,,, but lets give this a try ,,, if you look under the dash ,, at the back side of the steering column , there is this wheel with holes in it on the lower steering shaft ,, the wheel looks like those wheels you would put in a view master when you ware a kid ... any way ,, the wheel has a sensor on it that picks up the holes in the wheel and converts that into a signal ,,, if you look above this you can see sun light coming in between the dash and the front windshield , this sun light has to be blocked ,, if you have some foam laying around , stuff it in the dash to black the sun light from coming in and on to the sensor.

here are the tsb's for the issue

TSB
08-14-2 • STABILITY/TRACTION CONTROL INDICATOR - SLIDING-CAR ICON - ON OR FLASHING - DTC C1996 OR SENSITIVE ESC/RSC ACTIVATION NO CODES
Publication Date: June 26, 2008

FORD: 2007-2008 Expedition
LINCOLN: 2007-2008 Navigator
ISSUE:
Some 2007-2008 Expedition and Navigator vehicles equipped with electronic stability control (ESC)/roll stability control (RSC) may exhibit the stability/traction control indicator "sliding-car icon" on or flashing with diagnostic trouble code (DTC) C1996 or sensitive ESC/RSC activation with no codes.
ACTION:
Follow the Service Procedure steps to correct the condition.
SERVICE EVALUATION PROCEDURE
Determine if this procedure applies by answering the following questions:
1. Was the customer pulling a trailer when the concern occurred?
1. No, go to question 2.
2. Yes, do not proceed with this procedure. Vehicles pulling heavy trailers have the possibility to have a sensitive activation or DTC C1996. This is a normal characteristic and no corrective action needed.
2. Was the stability/traction control indicator "sliding-car icon" on or flashing during the concern?
1. No, do not proceed with this procedure and refer to normal workshop manual diagnostics.
2. Yes, proceed to question 3.
3. Did the concern occur during acceleration?
1. Yes, proceed to question 4.
2. If no, go to question 5.
4. Test drive the vehicle on curves and/or bumpy roads. Monitor all four wheel speed sensors.
o Left Front Wheel Speed Sensor (LF_WSPD).
o Right Front Wheel Speed Sensor (RF_WSPD).
o Left Rear Wheel Speed Sensor (LR_WSPD).
o Right Rear Wheel Speed Sensor (RR_WSPD).
o Are the values similar, ± 6 MPH (10 Km/h)?
6. No, they vary, proceed to Diagnostic Service Procedure Step 5.
7. Yes, go to question 5.
5. Has this concern occurred more than once?
0. Yes, go to question 6.
1. No, go to Diagnostic Service Procedure Step 1.
6. Has the Stability Control Sensor Cluster been previously replaced?
0. Yes, go to Diagnostic Service Procedure Step 6.
1. No, go to question 7.
7. Did the activation occur in less than 2 minutes after starting and driving the vehicle?
0. Yes, go to Diagnostic Service Procedure Step 6.
1. If no, go to Diagnostic Service Procedure Step 1.
DIAGNOSTIC SERVICE PROCEDURE
1. Are after market accessories installed?
1. Yes, repair sources of vibration (sub-woofer, modified center console). Proceed to Step 2.
2. No, proceed to Step 2.
2. Steering wheel angle (SWA) sensor inspection.
1. Visually inspect the optical tone ring for contamination or debris.
1. Clean as necessary.
2. Inspect the SWA connector for looseness. Reconnect as necessary.
1. Push, click, and pull to verify a good connection.
3. Visually inspect around the area of the steering column/tone ring for signs of light entering the cabin, shining through the windshield between the defroster grill and instrument panel (IP). Defroster grill variation may allow for slight gaps, enough to leak light.
1. Use IP colored foam to block any gaps (tape not recommended as it may loosen and fall off).
2. If no problems found with the SWA system, proceed to Step 3.
3. Inspect mounting/torque of the bolts holding the stability control sensor cluster in position.
1. Look for looseness of bolts or distortion of the sheet metal.
2. Check the connector (pin push outs) and wiring (chafe) to the stability control sensor cluster.
3. If no problems found with the stability control sensor cluster proceed to Step 4.
4. Start engine and keep vehicle at a stand still. Monitor the YAW rate PID value for the Stability Control Sensor Cluster. Expected values: ± 2.0 d/s YAW.
1. If not within specification, replace the Stability Control Sensor Cluster per the Workshop Manual (WSM), Section 206-09: Vehicle Dynamic Systems.
2. If within specification, go to Step 5.
5. Refer to Symptom Chart in the WSM, Section 206-09: Vehicle Dynamic Systems: Unintended ABS activation, ABS too sensitive, ABS activates on a normal stop.
1. If no problem found with the base brakes or wheel speed sensors, proceed to Step 6.
6. If all steps above have no concern or are repaired and concern still exhibited, or you have been previosly directed to this step, replace the ABS module per the WSM, Section 206-09: Vehicle Dynamic Systems.

what did you figure out? I've got an ABS light, growling pedal and the TSC skidding car lighting up - did you have to replace the module? Did foam in the dash help? Was it a front wheel bearing/sensor?

my guess is the steering wheel sensor. Failed on my old company expedition, matter of fact that was the only warranty repair I had.
