1998 - Wiper Arm works but lags - Bad Motor?

I have a 1998 XLT.

The passenger side windshield wiper will not work when the wipers are turned on. The driver side works fine.

If I take the wiper arm and move it part way up the window while the arms are off, it will work when turned on.

I called my local parts store and the guy there said he thought it was not the motor but an arm that connects the two.

I have taken the arm and the black plastic cover plate off but do not see any arm. My next step is to really tear into this project.

Does anyone have any idea if there is another item or two to check?

Problem Solved

Problem solved.

As I told my wife, always start out with the most complex solution and then go back to the simple stuff.

The wiper arm post is knurled as is the inside of the wiper arm hole. The inside of the arm has worn smooth in parts. That combined with a loose hold down nut is the issue.

Tuesday AM I will have a new arm.
