A4WD flashing not engaging

Just got my 97 Ex back on the road. ( off the roads for 10 months ) Went to check the A4WD, flashed then went out didnt engage. Will go into 4Hi and 4 Low beside 2WD. Brakes and rotors were replaced and Ex passed her inspection and emission.

Transfer case motor - had that issue in mine. Might be a place to start.
