There is a note in the manual (page244 in 2019) that says the noise is normal. Mine doesn’t always make the noise, but it does it frequently. It seems to be associated with harder braking. It is not so hard that it makes you think the ABS is engaging, but it is harder than I would normally brake.

Exactly this.

Not much of a note: Note: The brakes may emit noise when applied by the system.
So, I decided to call and just got off the phone talking with a Ford technician. This is what he said:
Some, but not all, Adaptive Cruise Control systems can generate a noise like a soft pop or faint whirring noise, when the system is activated. However, if it's a grinding noise, similar to worn pads or anti-locking brake noise, it could be a malfunction or possible mechanical failure, due to worn parts or faulty modulator. If you are experiencing these types of noises, you should have it diagnosed by a Ford mechanic, to make sure it's not a genuine malfunction.
@Fizzy "everyone (except you) has it" is a broad statement. It's like saying "everyone except you has had transmission issues".
Many have also reported they have no noise. I use ACC every time I drive my Expy. I guess I'm just one of the lucky ones.

My '19 had a noise when ACC applied brakes, especially noticable at lower speeds. I'd describe it as more of a buzz when clenching pads against the rotors, myself. I drove a bunch of loaner/rental units over the years and they seemed to do the same, too.
The '24 simply does not make that same noise at all...

Maybe you can find out if Ford changed the components or pads? I've had some heavy duty semi metallic pads on trucks that almost sound like a brake job is needed. They stopped great but were noisy and ate up rotors. Of course, nowadays it doesn't matter much since rotors are so cheap. As soon as my rotors go bad, I'm replacing them with drilled and slotted rotors. I did it on my Excursion, which Excursions are notorious for lousy stopping power. After changing them, it stopped on the dime, because there was no place for the gas and condensation to pocket and the rotors to heat up, causing resistance.
