Annoying Message

Why am I constantly getting the message shown in the attached photo? It doesn't seem to be helpful at all and it occurs mostly when I am out of range of my home wifi and can't do an update. Even when I am within range and connected to my wifi it doesn't do anything.

I believe there is a way to disable that in the settings menu, I'll look at mine when I go to lunch and see where it is.
