Buzzing noise in the engine driver side

When I start up my 97 xlt i hear a buzzing sound right after start up. it buzzes for a short while and then goes away, when i accelerate it comes back and when i put it in reverse i hear it too. I checked the fluids last night and here's what i found...

1. brake fluid was at the below line so i added it some
2. coolant looked good and the reservoir was filled
3. power steering fluid was completely filled to the rim

Could this be the culprit?
i definitely need to drain / empty some out, my idea is to get a syringe type of mechanism and suck it out. any other suggestions?
Also, how does this affect the power steering?

if the powersteering is over full it will foam or airate the fluid.. ford power steering pumps are known to whine

odd....mine does the same thing too. It sounds like a semi quiet weedeater on start up then goes away within 20 seconds, except in reverse

i still have not drain the PW fluid but will do so this weekend. So i am not alone in this?? It's annoying....

you absolutley not alone this is not as common in the trucks with lower pressure gear box style steering system but it still happens... it is very common in the tauras and sable and mini vans with the higher pressure rack and pinion system... i have seen true power steering fluid is too thick for these systems that should have automatic transmission fluid in the power steering system... if the fluid is really dirty i would have it flushed
