Couple of first generation questions wheels and paint

Not new to forums, and I did do some searching on here.
The bumpers on my expedition are all black(police interceptor) and I'm looking to get chrome bumpers but want to paint the bumper pad to match the vehicle, with the texture of the plastic is it paintable?

also I'm in the process of saving for a body lift and wheels and tires. It will have 5" of total lift and I know I want 35s. I like the look of 16s but I don't know weather to get 16x8 or 16x8 and what offsets to get. I don't mind them sticking out a bit but not TOO much. Thanks guys.

I did my front bumper plastic and also the chrome part and also the hood . I had a 3in body lift and ran 35*12.5*17r. Now I have a 3 1/2 inch coil spacer in rear and Ihave coming soon a lift kit 4-5in from a 97-02 f150 in the front was a lot cheaper then for an expy

Thank you for the advice, I'm wondering if I stick with 16s or go to 17s...I also don't know if I did go 16x8 or 10

If you're going to go with a 35 x 12.5 tire, then you really want a 10" wheel for best contact patch.

Painting plastic is easy, if you prep it correctly. It needs to be wiped down (2 or 3 times) with a good wax and grease remover and then sprayed with a couple of coats of adhesion promoter. After that, it's just painting as usual.
