dead o2 sensor

Ok today I went to a shop to read what codes I have because BRUTUS has been a slug as of late. The codes were for the o2 sensor but when he got further into the system he noticed that bank 1 sensor 1 had no voltage going to it. So I'm asking will that problem cause the EXPO to run like a slug.

Well that one should be upstream, and those o2's are used by the ECU to tune the motor. If the engine cannot tune properly, I could see that causing some issues.
