Fan blower does not shut off

I am new to the forum and trying to figure out my '98 exp.
The fan will be on even without keys in the ignition. Many times dome lights do not turn off among other electrical oddities. If anyone can point me in the right direction it is greatly appreciated!

Sounds like fuse block/gem module water issues.

Can be caused by leaky windshield or bad weather stripping on drivers door leaking water onto wiring harness behind dash and follows it into fuse panel / gem module.

This can cause a variety of electical issues.

Or a bad ignition cylinder cut off swith. You may want to try before you take the key out and rotating the ignition cylinder between acc and off then take the key out. See if the same happens. If it does not, then I would be looking into a shorted or bad ignition cut off switch.
