Help with Ac/ Heater Problem!

I have a 99 EB that lately been giving me a problem. When the weather was hot and we were running the AC, the system would change and blow nothing but heat. After awhile it would go back to blowing AC again. Now that it is getting cold and we need heat, It will blow cold or outside air, but at time it will kick in and start blowing heat. I have noticed that when this problem started, max AC has not been as cold as before, and Heat not as hot. I think it might be a blend door problem. Does this sound likely to anyone else?

Is the blend door electronic or is vac. controlled? And how can I get to it?

TO GET TO THE BLEND DOOR YOU HAVE TO REMOVE THE DASH
