O.D. light flashing code reader no power up. Fuse?

my o.d. light came on during a highway trip. the rig doesnt downshift unless i move the lever then it shifts down and up o.k. it feels like 3rd not there.i tried to plug in my code reader but it is not powering up. help

Did you have KEY ON / ENGINE OFF before plugging in?

had key off did more trbl shooting powertrain module fuse blown replaced blew again.its a 15amp mini pos. 24 under hood
