Power 3rd row swithcs not working

Just picked up an 03 EB Expi the power 3rd row switch works in the tailgate but he switched behind the drivers side rear seat do not. I have not pulled it appart yet but is this on the same circut? Or is this a stand alone loupe?

Are the buttons locked, on the drivers door control panel? Are the switches that don't worklit up when the parking/headlight switch is on?
