Well, my fuel pump finally died completely, thought it was the relay again, but tried bypassing it and just get sparks. Popped a new fuel pump in. Used the old screwdriver and hammer to remove the ring, but not sure how tight to tighten it. Right now its just thand tight. Any ideas how to get this to the proper tension?

It will only rotate so far before the lock ring cannot turn anymore. I just tapped it with a hammer and small crow bar until it hit the stops.

Exactly… it can only turn so far once the tabs on the lock ring contact the stop tabs on the mount ring. Unless you use a really huge BFH (Big Freakin’ Hammer).

I replaced mine this week on my 2003 Eddie 5.4 2v. Last week I coincidentley did a 1995 Ford Ranger extended cab. I mention this because the expy has a large plastic threaded ring but the ranger has a metal retainer. For the expy I used a short piece of 2x4 and taps with a hammer until it was not moving anymore. The ring on the ranger is black Betty described.
While doing the expy I also plastic welded the cracks in the molded vent fittings at either end of the tank. Both of them had vertical cracks below the spout and were leaking. I used some PE welding rod from Amazon and a soldering iron set at 500f with a tip meant for the purpose. I will confess to doing this outside but without draining the tank. I’m still alive. For posterity i attach a couple of pics.

@texasscot is absolutely correct, thank you for correcting me, and I most certainly was wrong. I apparently confused our Monte Carlo's and the Expedition. The Expedition does have just a plastic retaining ring/nut. Now that I have been reminded I remember doing this and how frustrating it was. Below is a quote from the thread I had on my pump replacement. Once my son held the pump down I was able to snug it up easily and just turned it a tiny bit more with a small crowbar and gentle hammer taps. The crowbar spreads the load across more area than a screwdriver so it's less likely I'll break the plastic ring. The plastic lock ring only needs enough that it doesn't back off.

"I had trouble getting the pump retaining ring back on, my fingers tend to be quite weak and unsteady now days and the springs on the pump were not so weak making the ring very hard to turn. I found that having my son hold the pump down made it much easier to get the retaining ring on and tightened without the pump moving. I just put a hammer handle right in the middle for him to push down gently on so his hands weren't in my way."
