Seat belt retractor sluggish

The drivers side seat belt is very sluggish retracting so I figure I need to get at it and clean it up, lubricate it.

Any advise concerning the easiest way to remove the panels and which panels need removing to gain access would be appreciated.

It's only sluggish on about the last 2ft, so it tends to want to hang there and if not spotted can get trapped in the door....which is annoying

I had a similar issue in mine. When I stripped that panels off the belt had a full twist. I guess the last owner just shoved the twist down beyond the little opening in the panel to hide it. It didn't take long to fix and the panels just pop off once you remove the seat belt fasteners.
