Second row seats recline?

I have a 03 expedition 4.6 eddie bauer. I was wondering if the middle seat on the second row can recline. The 2 on the sides of it do recline. I wanted to know maybe mine is stuck?

No. The seatback folds forward, but that's it.

Mine won't even do that. Something must be broke?

If you pull the strap at the right side of the seatback hinge it should fold forward. Might just be jammed or something. Just have to play with it.
