Stuck in 4H

Hi I have a 2003 Ford Expedition which is stuck in 4 High .
Now the list what I have done to improve the situation
I have controlled the shift motor , unscrewed it seen it moving corresponding to the dash switch
replaced the left wheel actuator , now both sides hold vacuum , tested separately on the actuators and together on the line in to the vacuum solenoid
so lines are free , so no dirt or water could be in it, actually the vacuum hold without any loss over time
vacuum relay /solenoid on the firewall near the battery , produces vacuum and voltage is ok
Controlled all the 4x4 related fuses - all ok
I can hear the module, behind the driver seat in the pillar clicking when switching on the dash - ok
so what else could it be ??????????????

did you see the shift motor move when it was all together. Over my many years I have seen motors etc. that appear to work with no load on them but the moment they are under load they fail.
