T Case will not shift into low range

Hey guys got one that has me stumped. Everything in my truck is New or just rebuilt. I have an issue of the transfer case not going into LOW range. Shifting to high is fine, but shifting to low range does nothing. It has brand new shift motor and New switch. So it has to be something regarding the to the brake position and or Neutral switch. These are the only 2 other things that could cause it not to go into low range. Is this correct or am I missing something.

on my 02 for it to shift into or out of low range it has to be in neutral with the brake applied

yeah I found it the brake switch must have got knock out of position. It was not seeing the brake being applied.
