******. What is this used for? Wiring harness under the passenger seat?

I don't see one under the driver seat. So it may (or not) be for seat heat/cooling connection. Any one know? If there are some hot (hot wire with accessory on or always hot) wires, can they be used to do some lighting or something?

It was loose too. Shouldn't it be tied down somewhere?
