I have a 2004 expedition that died on me the other night fuel pump is good but will not kick on, wipers quit working at same time. And when you turn the key on it takes about 30 seconds for the gauges to come on any help would be appreciated

Welcome to the site.

First thing you always check is the source voltage with electrical issues. So what is your battery reading in dc volts?

That is 50% charged. With the engine running check your charging voltage at idle with nothing on other than what is normally on. It should fall within 13.5-14.5 volts.

When you turn the ignition switch to "run" does the dash idiot lights come on or is there a wait also?

See the sticky in the electrical section on checking fuses then check the fuse for the wiper circuit.

The car will not start so I can't check the voltage while running, and yes when you turn key on all idiot lights come on then go out then about another 30 second before instruments respond, and all fuses are good

The easiest way to verify a fuel problem is to read the fuel pressure on the fuel rail. Since you stated that you can't hear the pump your next step would be to verify 0 psi on the rail, then tracing the fuel pump electrical circuit to prove the control or trigger side of the relay is getting power. If it is, then you test the load side.

Ford with their infinite wisdom soldered relays to a PC board. If you have the tools and soldering skills you can modify the board to add in an external relay socket if needed.

How are your skills in that area?

Is the theft light blinking rapidly? Normal is slow flash @1 per second.

You say "fuel pump is good but will not kick on"
How do you know the pump is good??

Check to see if you have voltage to fuse #9

If you have voltage to fuse #9 then check for voltage at the fuel shut off switch Located on drivers side behind the rear panel.
You will need to have someone turn the key to the run position as you are checking for voltage. You need to have voltmeter connected before turning the key on as the voltage will drop if the expy doesn't start. Check on both sides of the shutoff switch
