New Owner/Where to put chains on Bumper Towing???

Hi, I am new here, so hello all!
I just bought a 1999 Exp.Eddie Bauer from my brother in law. It was garage kept and only has 80K. Anyway, the bumper has 3 holes the one in the middle I am assuming is for the ball but I am not sure what the other two are for. I am also not sure where to put the tow chains.

Those a for the safety chains, I fhooks are to large you can put cabalara on them SPELLING ?????
