That is from Ford's PTS website. Dealers and Ford employees only can access it. You can pay for access if you want. I think they charge $28 for 72 hours or something like that.

interesting, my 2019 Expedition/Navigator wiring diagram shows it there for the Navigator, but shows the '19 Expedition on the floor about under the drivers seat.

Similarly odd, the 2019 Workshop Manuals show Exp/Nav with non-identical lower dash mounting, while each 2019 model's Wiring Resource shows both dash & floor mounting without identifying differing views to either model -- per PDF documents attached below...
