Yes, both outboard seats of the second row bench move forward and tilt for access to the third row.

If your asking if they tumble, no they do not. They tilt, meaning the seats outside will tilt at a forward angle, then you can slide them forward about a foot. All of the seats can fold flat. The only fs suv that has tumble seats is the gm. Honestly, tilt seats are the way to go.

They fold flat. I had to special order my wife's Expedition because all of the ones on dealer lots only had the second row buckets.

Right, the newer trucks do not do this, they tilt and slide forwards.

Mine is tipping but not sliding. thus making it hard to get to third row.

I even tried to move the seat using lever at bottom while in upright position but it does not move. Something is stuck.

If you have the tilting and sliding seat, but its not sliding, there maybe something stuck in the rail tracks or a damaged piece in the rail track. It does take the right angle for it to slide as well.
