What’s best way? Can I order a fob offline and program or does it have to be done at a dealership?

Mine came with 1 need an extra

If you only have one key then you'll need to have the dealer or a good locksmith who has the right tool. Need to erase all keys (there is a second key somewhere out there..) and then reprogram the one you have and the new one.

Side story, but when we ordered our new 2020, and it arrived at the dealership, the dim-wit salesguy lost one of the keys. I demanded they cut and program a new one before I would accept the vehicle, which they did, for free. The next day they called and said they found the lost key, and sent someone to drop it off at our house.

Now we have three keys which has been really handy.

I have a scanner that can do it. Amazon sale and I figured the dealer would charge $100+. If you come thru NW Missouri, hit me up.

If you have 2 key fobs you can do it yourself.
Also, FORScan can be used to program new transponder keys, or to generate multiple transponder keys

If Amazon has a flash sale then you figure $100+ for dealer, the scanner doesn't really cost that much. Plus you have a scanner. I think TOPDON is the one I have, next time I head down to the garage I will check.

They have the ability to program another FOB, unless it was maybe a small car lot and not a dealership.
If they are going to charge an arm and a leg, again, FORScan is a cheap option.

You don't need any keys to program new ones. A good locksmith shop should be able to do it if you don't want to go to dealer.

I have the X-Tool IP819, but I have a nice garage and like to work on cars. I did get a really good deal on the X-Tool.
I have both the OBDLink EX, ($59.95) and the Vgate vLinker FS, ($33.59). They both work exactly the same and perfectly. Shopping a little can get them cheaper.

Those are nice, especially for mechanics and hobbyists
We have 6 vehicles and do a majoriity of regular work on them - no more engine / trans stuff, too old for that stuff.

I have an older Innova 3100 which Im looking to upgrade to something with more features and capability. Not afraid to spend money on a good product. I already have a separate tool for TPMS diagnostic and programming, but would like to have something that does it all, including ABS brake bleeding on Ford, GM and Dodge.

I was looking at the innova 5610. Do you know how the X-tool compares.

It doesn't look like the Innova will do key fob coding. It is bidirectional but looks kind if limited.
