The sparkplugs can be replaced, even by a home mechanic like myself. It's been awhile and I only did it once, but I didn't need to remove anything, just loosen the fuel rails and rotate the injectors.
Couple recommendations:
1) Buy the best plugs you can because you won't want to do this job...

I think you have a fuel pressure problem. When I was diagnosing a nostart condition on my '99 5.4, I had fuel pressure without the engine running. I connected the FPG to the schrader valve and cranked the motor. My problem turned out to be a bad crank sensor.
Does your OBD scanner read ABS codes, not all do?

I assume your car was running rough after your "tuneup" and the mechanic blamed the #3 COP? After replacing 6 COPS I would suspect something else is causing your problem. Vacuum/PCV leaks are common in older Expeditions. Take it to another mechanic to diagnose.
