Was there a TSB for head replacement on 1999 5.4l?

While my car was still under factory warranty I took it to the dealer for normal maintenance service. They told me I needed to have the heads replaced and that it would be covered under warranty. It's been so long that I forgot why they did it, I wasn't experiencing any problems with the car?
Was there a TSB for this? Anyone else here have their heads replaced under warranty?

Their were three technical service bulletins that mentioned head gaskets leaking oil. Their was another, and I was surprised to see this one that supposedly covered the stripped thread issue with the spark plugs. It's been 17 years, their may be a time limit on your repairs.
