Dry weight is meaningless UNLESS you plan to always tow it EMPTY.
You should be good but again read the info on CAT Scales
Check the connection contact points You may have to clean them up or tighten them together by bending them closer together. Let us know which relay is causing the problem
Your in PR by any chance did the expy get any water damage from the storms??
OK Put your ear near the fuse box and listen so you may find out what is causing the buzz

If not then the best thing to do is replace the fuse box Be careful as the 03 expedition used two different fuse boxes AND you need to replace it with the EXACT part number.

If it doesn't then check fuse #25 in the passenger compartment fuse box.
Also check fuse # 9 in the same fuse box
One of them may be blown
The dome lights are powered from two different circuits

By having the original part number you can then check to see if there has been any updated part numbers.
