2002 eatc

I have 2002 Expedition EB edition. Its equiped with an EATC and when I turn the heat and press floor I get very little flow through the floor. Also when I turn the air to Max AC the air comes out in the Defroster not the panel. I can press vent or panel and floor and then get air out of the panel. So my questions are is the EATC messed up and is there any other way to check it? Second how many vaccum hoses should there be I see 5?
