2011 ex police...all the codes HELP!

Hate to be one of those guys who joins a forum and starts asking for help...but here I am. So I have in my possession a 2011 ex police vehicle. I have one week to figure this out and decide if I am purchasing it or not.(I really want and need the truck as it is perfect for my needs) The truck runs fine(I am sure it's in limp mode for both engine and transmission) No Climate control, some gauges not working, Radio works then doesn't(unhooking battery and reconnecting it started back working) Went through a car wash after picking it up and whole dash lit up(all the gears, all the symbols) Turned it off and the alarm lock light was flashing and no start. Unhooked battery and it cleared and allowed it to start. Here all the codes. Looks like the whoever stripped the police equipment just snipped wires...I have seen three just hanging without even looking. So where do I start? I mean looks to me like bad computer but maybe one of the cut wires is shorting somewhere. By the way I tried clearing codes and they stayed the same. Or would a bad module say for the dash cause all this? My reader also had some issues reading anything...took a few tries. Its a good reader and works fine...its all in the truck. I am a decent mechanic...but electrical diagnoses is not my strong suit! Any Help would be greatly appreciated.

So an update. I looked for all the wires that were cut and cleaned them up. Disconnected and reconnected the ECM and the transmission harness. Was able to clear codes for first time! HVAC controls and gas gauge still did not work but it drove great, shifted fine with no codes for about 2 miles. Then it threw the Check advancetrac code on the dash and all the warming lights came on. Pulled the codes...all the same ones. Ant theft light came on. When turned off would not restart and code reader could not communicate with truck. Disconnected the transmission harness as it seems most related (and since it not held down in engine bay and retainer broke on frame someone has been messing with it)" plugged it back in and was able to clear codes and start it. Only shows 2 codes after clearing. PO463:00-27 Fuel level Sensor High and P1000:00-2B OBD Systems Readiness Test incomplete.

Well to be clear there was no disclosure from the seller. Still claims he never ran codes. I had forgot my reader or I would have walked away. I’m not tied into it yet but overall its in damn fine shape and for Texas and a police car is low miles. I was just hoping to figure it out before telling him the deal is off.

How much is he asking for it? And how many miles?

I suspect you may be right that whoever decommissioned it went through and just cut all the wires that MIGHT even remotely look like they went to emergency lighting/radios. Those are a PAIN to fix.

I have a 2011 SSV with 117.5k I have for sale for $8k if you're interested. Added center console, rear seats, rear cargo box frame, and rear floor covers. HVAC works, AC recharged, one of the coolant lines replaced. I liked it SO much I wanted a 4x4 and snagged one for a decent price lol.

Low miles but probably high idle hours. If you like the electrical challenge, go for it. That would be a deal breaker for me and my limited electronic skills. Even free would be too much. Hope it works out for you...good luck...

128k miles and he is asking 2200. I think after these code revelations that is negotiable. Yeah I would love a 4x4 one as well but a 2wd will work for now.

Probably though it looks like it was a command or detective vehicle rather than a patrol. I’m not terrible at troubleshooting eletrical, just not super comfortable with it and not my strongest suit. I have at least a week and maybe more to try to figure out(he could not find the title so is getting a replacement…I am “test driving”it until then”)

I hope you can get it figured out. It will never pass the smog inspection in Texas with the CEL on.

No smog testing in my county. Guy just passed inspection. He had to have it to apply for the lost title/registration.

Naaaaa….what to ROLL DICE….take to DEALER for $200 more or less and let them hookup to there $100,000 computer. Then you’ll know if worth keeping. It’ll cost you more than $200 long run if you keep it.

I have a prosumer level scanner. I realized I know someone who was a Ford tech. He gave me the most common causes he saw. He is confident it is one of few things. I will update if any work

Something's loose. Intermittent problems usually point to poor connections somewhere. Go over everything, especially anything crimped or cobbled together with those plastic taps.

Look for electrical tape or duct tape.

Check the transmission harness that runs along the manifold by the left oxygen sensor. If the manifold is leaking, it melts the harness.

OK I have an update that may…or may not help others in the future. I was told by a former Ford mechanic that the smart junction box( interior fuse box) was a common problem and that MAYBE cleaning all the grounds would help. Cleaned the grounds with no change. However, I noticed two things while doing that. First there was water in the passenger floor board so there is a leak somewhere. Second messing with the box caused things to click etc. Thinking maybe the SJB got wet I cleaned it with electrical cleaner…and the AC panel lit up and AC started working. OK on to something…must be the SJB. Future Son in Law sourced a used one thru his dealership. I downloaded the as built data from Ford and flashed the used SJB with that info using FORSCAN. Things seemed better but not fixed. I could clear all codes except the high voltage value from the fuel pump and the self test failure. Fuel gauge did not work. Go for a drive and after about 2 miles dash would light up like christmas tree and it would go into limp mode. So knowing that the fuel pump code was constant decided to fix that and see what happened. Changed it out…and fuel pump wouldn't power on but fuel gauge now worked. Thought maybe I damaged wires and I knew I damaged the plug getting it off(hardest plug I have ever removed) so ordered a new plug. Swapped it on…no change. Even though I had checked relay before I decided to check relay. Grabbed the fuel pump one out and a random other one to swap it with. Fuel pump came on but PCM went nuts. (I had by chance changed the relay for fuel pump with PCM relay). Swapped that relay with one for secondary fans…PCM stopped throwing codes. Cleared all codes. Have now gone for 2 two mile trips(which always made the problem happen and then limp mode) and one 12 mile round trip. No codes, AC works, radio works, cruise works. 4 things to sort still. Radio display does not work(appears to be a common problem. I have a radio out of a mustang i can swap in and see if that fixes it) Dome light does not work(thinking maybe cops removed bulb or fuse…have not gotten that far yet). Windshield washer pump does not click or do anything. Have to find and fix the leak making the passenger floor wet.

Its been a while since u posted here so you prolly already figured out where your leak is but if not and if you habe a sun roof,try cleaning out the drain tubes for the sun roof. I have a 05 lincoln that had the same issue.

I hope you've sorted out all the electrical gremlins. You are far more dedicated to that expedition.Then I have been to any of the four that I have owned and they were all great problem free vehicles.
