2nd row Seat Cargo Mode

Hello, I have an '07 Expy El. I have 2 captains chairs in the 2nd row. They have the ability to be adjusted below the regular level (cargo mode). One of the seats is ok, but when I pull the lever for cargo mode, the seat will not go down, almost as if a cable is broken or something. Does anyone know how I can remove the bottom or back of the seat in order to try and fix the issue.

Any help would be appreciated.
