My 99 Expy had a 2 3/4 sag in the rear. Here is what i did to fix the problem. I hope this helps someone in the future.
When I measured it out the rear set 2 3/4 inches lower than the front. I bought a set of 3 inch coil spacers. With that it leveled out my Expedition where the front and back sit at 8 3/8 inches from the tire.
I bought the coil spacers off eBay from supreme.suspensions at the link here.
