Annoying dinger and ? on mileage

We own a 2001 Expedition and my wife drives it everyday, but when I drive it and I don't put on my seatbelt I get this annoying dinging. I'm not to smart when it comes to working on motors and such. But I was wondering if there is a way to turn off the door dinger, it drives me crazy. I was going to pull a fuse but I thought I would consult other's first........Also our Expedition has the larger V8 in it, is 12.8 miles to the gallon normal?

12.8 is okay if it is all city driving or a majority city driving.
