Brake lights stuck on

I noticed the other day that my 2003 expedition brake lights were stuck on. I check the switch and it seems fine. Had to pull fuse 5 for lights to go off. Any help, please!

Both the center high mount brake in addition tail light brakes? Or is it just one?

how did you determine the switch is working?

Used a dmm on it and when I unplugged it the lights stayed on.
