Checking voltages at the rear wiper

2012 Expedition - No rear wiper action

I checked fuse 19 and it is good. Key on, rear wiper control on #2, I am get 0V across any of the 3 pins (red, white, black) on the rear wiper connector.

Is there an interlock I am missing (glass is down, tailgate is up).

Other suggestions ?

I was working on my rear wiper last night. I found that with the tailgate up, the wiper circuit doesn't work.

Try closing the tailgate and glass and see what you get.
