Cigarette outlet vs In dash 12v outlet

‘09 Expy and the cig lighter doesn’t seem to power anything plugged into it, but the 12v outlet on dash works fine.

I have tested the cig outlet other than plugging stuff into it, and I did verify there are no blown fuses.

Is there a difference (or any concern) in replacing the cig outlet with a 12v one?

The in dash 12v gets used for cell phone charging and I’m looking to power a dash cam using the cig outlet.

Does anyone know how to get the fuse panel that is to the left of the steering out so I can move some wiring to get the cigarette light port to be controlled by the ignition key turning on and off? The Audio fuse # 1 is switched and #3 goes to the cigarette lighter and OBDII port. I just want to move the cigarette lighter wire over to the audio fuse # 1
