Coolant around Heater Control Valve

I'm new to the site. My 06 Expo has white stuff on the right rear bumper and exhaust tip. I checked the engine and found dried up coolant all over the heater control valve. The heater hose looks like it's cracking as well around the plastic T connector. Is this normal and if so can I just replace the heater hose and heater control valve to resolve my issues.
