Expedition Windshield Wiper Problem

I live in Saudi Arabia and have a 2001 2WD Ford Expedition with a very strange problem. All cars in the Middle East are equipped with a beep that kicks in as soon as you go over 120 kph. In an attempt to get the beep disabled, my incompetent mechanics (who speak no English) somehow stopped the beep, but now when I hit 120 kph my windshield wipers start wiping at full speed. Once they start, the only way to cut them off is to drop my speed back down to 110 kph. I've also had problems with false door ajar alarms and blinker issues ever since these mechanics attempted to fix my initial problem. They have told me that I need a new "body control module." I've attached a picture of the part they showed me, and it appears to be 2 parts. I can't figure out what to buy here in the U.S. before I go back to Saudi for the next year. Can anyone point me to a reliable website to use to buy a replacement part (cheaper the better—used is fine) and help me identify what exactly I need to order?

Another image of the parts

Here's a close up of the numbers for the possible problem parts. It appears to be two separate parts and I assume I don't need to replace both to correct the wiper problem.

Those are the fuse box and the gem module e-bay is a good place to check But you need to replace the module with one that has the same exact part number.

Based on you description of the problem I doubt that the GEM is the problem I think that the problem is with the non English speaking mechanics that have no idea what the part is call is the problem

I agree with your assessment of the mechanics, but they did manage to temporarily swap the parts from another customer's Expedition to demonstrate that replacing that part would fix the problem (that's when I took the photos). So I'm pretty certain that replacing one of the two parts in the photo should fix the problem. Would it be safe the assume the fuse box is fine?

My question would be Was the parts they swapped the same part numbers as your parts? Did they swap both parts or just one? If just one then which one solved the problem. I would also fine replacements for both just to be on the safe side.

Replace the GEM module with one from ebay with same part number, though it would have to be reprogrammed. Thats where the speed limit warning beep is configured.
