Use ebay to have them fix it
The expedition fuse panel has bad contacts. There's a guy on ebay that you can send it to and he will fix it. As a rule, they are not interchangeable between years.
Here is his eBay store, the service is $60 and you pay to ship him the fuse panel. I helped my neighbor out with his this way. Really good service.
