hard starting

2000 expy eb hard to start at times if you keep your foot on the gas it will run but shut off as soon as you take your foot off other times starts fine but I have noticed my gas milage has gone way down average of only 9 mpg but when it runs it feels smooth any ideas it only has 53,000 on it and the fuel filter was changed 1,000 miles ago

Harley, start with the basics. Fuel injection service, have the throttle body cleaned (this will cause rough idle and hard starts) and have the IAC (idle air control valve) checked to make sure it's operating properly.
